Colombia started actively promoting the registration of births in 2002 with Resolution 5296. This resolution authorized the National Civil Registry to provide civil registration services in hospitals and clinics. In 2010, Law 395 allowed for civil registration to be completed anywhere in the country, regardless of the place of birth, further facilitating birth registration. The country also introduced the Registration of Births and Deaths Act in 2020, mandating the registration of all births. By 2022, the birth and death registration system was decentralized, giving district registrars the power to register these events.
