The museum was founded in 1896. It was in that year that Ukrainian public figure Vasily Tarnovskyi wrote a letter to the Chernihiv Provincial Council about the possible transfer of his collection.

Based on his collection, the V.V. Tarnovsky Museum of Ukrainian Antiquities was opened in 1902. In 1923, the Chernihiv State Museum was formed from five Chernihiv museums. In 1939, it was recognised as an object of republican significance. In 1983, the art department became a separate independent institution - the Chernihiv Regional Art Museum.

According to the resolution of the Cabinet of Ministers of Ukraine No. 345 of 27 November 1991, the museum was renamed after V.V. Tarnovskyi.
