Being the first thorough all-Union census, it gave the government vital demographic and ethnographic information for policymaking and nation-building. The population size and national composition were important results, showing that Russians made up the largest group, followed by Ukrainians. With methodological approaches, especially the definition of "narodnost" (nationality), influencing policies and possibly manipulating identities in accordance with Marxist-Leninist ideas, the census was also an important event in the shaping of ethnic identities.
