A witness at yesterday's preliminary hearing identified Peter Hogan. 22. as the man who shot Mark McNeish, 18, a college freshman who was majoring in radio, television and film at Temple. McNeish was the son of prominent Pittsburgh goldsmith Ronald McNeish, who operates a shop at 5424 Walnut SL, Temple sophomore Thomas Angst, 18. who was with McNeish when he was shot on the night of Sept. 19, said Hogan had been in the pizza parlor arguing about college football with a worker that night.
