The stipulation and order between Mark M. Akagi and the state Division of Occupational Professional Licensing comes more than one year after Akagi pleaded guilty to District Court charges of filing falsified claims for medical benefits. Akagi neither admits nor denies the division's allegations of unprofessional conduct and fraud, the stipulation said.
