If you find a Family Site that has information that you are interested in, but is blocked to the public, you will need to contact the Webmaster of that site to request membership. You can do this by going to the bottom of the login page for the Family Site and select "Contact Webmaster" link. Fill out a nice message with the reason you would like to be a member and submit. When you look at someone's site and you want to become a member, there should be a link to contact the administrator. Just click on that and it should give you a message box to send them a request.
I'm not exactly sure how to tell you, but I sent an email to the other sites moderator. She then invited me to join her site. Hope this helps a little.
