Anyone that has an account with MyHeritage.com is a member of MyHeritage.com. They can create their own site (and become site manager of that site), or they can become a member in another family site, belonging to someone else. To become a member of another family site, they can either be invited by the site manager. When this happens, they automatically become a member of the site.
