I'd like to be able to search for citations based on the 'confidence level'.
For example a search on 'confidence level' (QUAY/QUALITY_OF_DATACERTAINTY_ASSESSMENT) of 'questionable reliability of evidence' would also return the lower level of 'unreliable evidence or estimated data'. Since they are actually values of 0, 1, 2, 3 then a <= search will achieve this. Finding '(not specified)' would require finding SOUR/SOURCE_CITATION records with no QUAY/QUALITY_OF_DATA attribute.
